Planning for the Future in the Treasure Valley
Blue Print for Good Growth
The Blueprint for Good Growth is a regional planning effort spurred by the Treasure Valley Futures project that ISG helped lead. The project will establish a future land use scenario for the Treasure Valley, plan for the kinds of transportation improvements needed to support it, and develop policy and land use regulations needed to implement the scenario. The project is proceeding to develop specific cost and benefit information about the preferred sceanrio with the advise of a citizen based steering committee.
ISG has worked to measurably increase citizen involvement in the Blueprint, nearly 1000 people have participated to date. ISG will play a critical role in helping citizens hold officials accountable for implementation of the Blueprint. We will organize opportunities for all interests in the community to learn about the Blueprint decisions and develop a report system to learn if those decisions are supporting the Blueprint goals.

COMPASS Board Approves Preferred Growth Scenario for ‘Communities in Motion’ Regional Transportation Plan
At its June 20 meeting, the COMPASS Board was presented with two growth scenarios for the Treasure Valley and were asked to select one as the preferred scenario. The “Blended Scenario” was chosen in favor of the “Corridors Scenario”. While not as reflective of smart growth principles as the “Corridors Scenario, the Blended Scenario, does represent a significant improvement over status quo growth trends that make successful implementation of regional transit extremely diffucult, if not impossible. The regional transportation plan will now be completed using the land use and density assumption s of the “Blended Scenario”. Here is a link to a map showing this scenario: http://www.communitiesinmotion.org/blendedmap.htm
COMPASS staff are stressing to the board that in order to stay within the project budget and timeline, absolutely no delays can be experienced between now and early 2006 (date of scheduled plan adoption). In June memo to the board, staff explains “Public involvement will remain a vital part of Communities in Motion but the nature, frequency and magnitude of public involvement must be controlled to remain within budget and, more critically, within the calendar.”
Idaho Smart Growth will continue to monitor the Communities in Motion process to make sure the public is provided ample opportunities to meaningfully participate.
