The Question:

The above picture shows a bicyclist traveling on the sidewalk in the direction that is against traffic. The question: is this legal?

The Answer: YES, BUT

Aside from some city ordinances this is LEGAL. However, not only is riding a bicycle on a sidewalk more dangerous than riding in the roadway, it is even less safe if you are not traveling in the same direction as traffic. Driver do not expect not look for travelers on sidewalks going the speed of cyclists and will often overlook them, especially when turning right.

This answer is based onĀ Idaho state codeĀ 49-721 (1)(2)(3).
